Every council, ranked within its nation.

Each ranking compares like with like: councils of the same tier in the same nation, on the same measure from the same source. English counties and their districts are ranked apart, and lifestyle measures, which come from a different survey in each nation, are never ranked across nations.

Ranks describe estimates. Every figure has a margin of error, and councils next to each other in a ranking are often within each other’s 95% confidence intervals. Where ONS publishes intervals (life expectancy and healthy life expectancy), each ranking says whether a council is above, below or similar to its nation, using the intervals as methodology §03 describes. Rank 1 is always the highest figure.
